MINUTES OF THE LOUTH TOWN COUNCIL GOVERNANCE AND FINANCE COMMITTEE
HELD IN THE OLD COURT ROOM, THE SESSIONS HOUSE, LOUTH
ON TUESDAY 9^th APRIL 2024

                                                                                      

Councillor Mrs. E. Ballard (Mrs. EB) (in the chair).

Present Councillors: M. Barnes (MB), J. Baskett (JB), L.M. Cooney (LMC), J. Drake (JD), H. Filer (HF), D. Hobson (DH), G.E. Horton (GEH), D. Moore (DM), Mrs. K. Parsons (Mrs. KP), J. Simmons (JS), P. Starsmore (PS), Mrs. P.F. Watson (Mrs. PFW), D.E. Wing (DEW).

 

Councillors not present: L. Frost (LF), M. Lamb (ML), Mrs. J. Makinson-Sanders (Mrs. JMS).

 

The Town Clerk, Mrs. L.M. Phillips and the Town Clerk’s Assistant, Miss S. Chitauro were also present.

• Apologies for Absence
  Apologies were received from Cllrs. LF, ML and Mrs. JMS.
• Declarations of Interest / Dispensations
  The following declarations of interest were made:
  1. PS – Item 6, as his husband works for the Environment Agency.
  2. DEW – Item 7, as a Trustee on the Hubbard’s Hills Trust.

 

• Minutes
  It was RESOLVED that the notes of the Governance and Finance Committee meeting held on 20^th February 2024 be approved as the minutes.
• Review of Financial Regulations and Code of Conduct
  The Committee RESOLVED to approve continued use of the following documents with any amendments that had been suggested:
  1. Financial Regulations
  2. Code of Conduct

• Review of Policies and Procedures
  NB: Cllr. Mrs. PFW left the room at 7.46pm and upon re-entering at 7.47pm, did not vote on the following item.
  The Committee RESOLVED as follows:
  1. To approve continued use of the Complaints Procedure.
  2. To remove inverted commas from the word ‘leaked’ and approve continued use of the Media Policy.
  3. To approve continued use of the Co-option Policy with amendments as suggested.

• Environment Agency

The Committee RESOLVED to approve the annual maintenance contribution for the Louth Flood Alleviation Scheme for the period May 2023 to May 2024 in the sum of £15,917.29.

• Hubbard’s Hills
  The Committee RESOLVED to approve the release of the 1^st instalment of funds to the Hubbard’s Hills Trust for 2024/25 by 30^th April in the sum of £24,500 as per the Maintenance Agreement.

  NB: Cllr. DEW abstained from voting on this item.

• Grants
  The Committee RESOLVED to approve Tuesday 30^th July as the live date for LTC grant applications and noon Tuesday 24^th September 2024 as the closing date for applications.

• Next Meeting
  It was noted that the date of the next scheduled Governance and Finance Committee meeting was 30^th April 2024.
