To the Members of the Town Council of Louth:
You are hereby summoned to attend a meeting of Louth Town Council’s Planning Committee and Governance and Finance Committee which will be held on Tuesday 12th December 2023 in The Old Court Room, The Sessions House, Eastgate, Louth at 7pm. The business to be dealt with at the meeting is listed in the agenda below.
There will be a 15 minute public forum between 6.45pm and 7.00pm when members of the public may ask questions or make short statements to the Council, and your attendance is requested during this period.
Please note, any public, wishing to speak in the public forum may do so on items which appear on the agenda or may ‘sit in’ on the meeting(s). It would be much appreciated if any member of the public wishing to speak would please contact the Town Clerk, by emailing clerk@louthtowncouncil.gov.uk in advance of the meeting to discuss attendance arrangements. Written representation can also be considered rather than attending in person.

Committee to note that a letter has been received from the Hubbard’s Hills Trust formally serving notice to terminate the management agreement between it and the Town Council. Committee to note that the notice will expire on 29th November 2024 and resolve upon the way forward. - Budget 2024/25
On the recommendation of FOG, Committee to discuss draft budget and resolve upon a recommendation to put to Town Council on 9th January 2023. - Local Government Services Pay Agreement from 1st April 2023
Committee to note that agreement has been reached on the above. Amendments to pay scales have been implemented and backpay issued. - Churches, Charities and Local Authorities (CCLA)
Further to receipt of information on investing with the above on 10th October 2023. Committee to receive a recommendation from FOG that investment of Council funds be deferred at present as there are many upcoming issues which may require quick access to funds. - Closed Session Item
Council to resolve to move into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 due to the business to be discussed in the following item, information being of a confidential, commercial and third party nature in relation to Grants. are STRONGLY urged to familiarise themselves with the grant applications online or in hard copy at the office prior to discussion. - Next Meeting

Committee to receive planning decisions, enforcement complaints, appeal decisions, temporary road closures etc., as advised by the District and County Council. (Attached). - Proposed Works to Trees
Committee to consider the following proposed works to trees (details circulated by email 6th December 2023):- Location: 67 Crowtree Lane. Proposal: A6 – Several Ash, Beech, Chestnut, Oak and Sycamore Trees – (T4 on plan) Crown lift to 4m to the west. Reasons: A6 – for drive clearance.
- Street Naming
Committee to consider endorsing the use of “Alexander Bishop Way” on a new development comprising of 1no. road and 34no. dwellings on Land West of Playing Fields, Monks Dyke Road – as per attached plan. The developer’s reasons for choosing the proposed name is that Louth Park Abbey was founded by Alexander Bishop of Lincoln. - Proposed Waiting Restrictions
Committee to consider a proposal by LCC to implement a ‘No Waiting at Any Time’ restriction on the junctions along Lincoln Way and the West side of Bolingbroke Road (see attached) as investigations have shown that vehicles are experiencing difficulties due to parking along the road causing visibility issues. If the Council has any observations to make these should be submitted by 20th - Proposed Speed Limits
Committee to receive details of speed limit proposals on the A631 (Market Rasen to Louth) and consider making comments. See attached. (Details in colour circulated by email 7/12/23).
- NHS Public Consultation – Your Health, Your Hospitals – Re. Grimsby and Scunthorpe
Committee to receive draft corporate response to the above and ratify that it should be submitted on behalf of the Council. - Police and Crime Commissioner (PCC) Engagement Session – 5th December 2023
Committee to receive an update on the above from Cllr. J. Drake who attended on behalf of the Council. - Planning Considerations
Following discussion on 10th and 31st October of the above Councillors to note that the following ideas have been submitted for inclusion on a “local list” and resolve upon the way forward:
Margaret’s Ward- The garden area of Lime Grove needs refurbishing.
- Dog/rubbish bins in new estates, St. James View, Tuxworth Way,
- The roadway between the Industrial Estate and Brackenborough Road (a condition on planning) never built.
- The parking slots opposite the Post Office on Brackenborough Road (a planning condition) never built.
- Town Centre
- A member of the public has suggested that changing facilities for the disabled in the town centre should be a priority.
- Affordable housing in a development (where appropriate)
- Leisure facilities (e.g., play areas) Larger scale developments perhaps a pitch or other Leisure facility
- Community grants – e.g., contribution to a Community centre development in a large development
- Public art
- Community transport subsidy to support extra bus routes to service a large development (The Louth transport board LCC officers told us they do this for other areas in Lincolnshire if they receive 106 monies)
