It was RESOLVED that the notes of the Planning Committee Meeting held on 23rd May 2023 be approved as the minutes.
- Applications received by the Local Planning Authority
The Committee considered all planning applications received, including those listed in the schedule (PA/Schedule 06-20-23) and RESOLVED as follows:
- N/105/01051/23 – To object to this application on the grounds that the style of the proposed roller shutters are out of keeping in the Conservation Area. LTC would comment that it would support shutters in a similar style to those seen on the Peter Rhodes shop in Louth.
- N/105/01052/23 – To make no comment as there was no detail of the proposals on the planning portal.
- N/105/01099/23 – To object to this application, taking guidance from the Civic Trust that solar panels should not be visible from the road and windows in the front of the property should be wood and not uPVC.
- N/105/01125/23 – To remain neutral on this application but would comment that it is a very important landmark on a prominent approach to the town, in the Conservation Area. The building has a long and varied history and features that lend character that must be respected and retained.
- N/105/01134/23 – To support the proposed flats but object to the proposed house. The Council has concerns about access to the rear of the MRI Suite. The new MRI Suite must be protected for the community and the car park should be preserved as on street parking in the area is already at capacity and makes the area dangerous to other vehicles and pedestrians.

- Enforcement
- 94 Mount Pleasant Avenue, Louth, LN11 9DJ – Please note the full investigation into a potential breach of planning control caused by unauthorised works to front porch of the aforementioned address.
- Proposed Works to Trees
It was RESOLVED to support the following tree work:- Location: 2 Horncastle Road. Proposal: T27 (T1 on plan) and T29 (T2 on plan) – Limes. Removal of all epicormic growth from stems and base up to a height of 6m, leaving the growth on the pollarded heads. Reasons: To allow more light into the garden and house windows.
- Location: 5 George Street. Proposal: T1 – Lilac – Fell. Reasons: Decayed bases on some stems, gutters getting blocked and minor cracks within retaining wall between properties.
- Location: Holly Cottage, 8 Somersby Court. Proposal: T1 – English Yew – To remove to ground level. Reasons: Small garden; tree blocks light to house and adjacent properties.
- Location: 18 Commercial Road. Proposal: T1 – English Yew – Remove to ground level. Reasons: Small garden; tree blocks light to house and adjacent properties.
- Location: 22 St. Mary’s Lane. Proposal: A1 Ash, Beech, Birch, Cedar, Chestnut, Elm, Fir, Oak, Sycamore – T1 and T2 on plan (Laurel) reduce lateral spread into garden of No.3 by 3m. Reduce height by 3m and reshape accordingly. T2 on plan (Cupressus) approx. 8m high protruding above Laurel by 3-4; top in line with crown of Laurels. Reasons: Trees encroaching into property and significantly reducing light and hindering plant and shrub growth underneath.
- Location: Elm Lodge, 57 Cowtree Lane. Proposal: A6 – Several Ash, Beech, Chestnut, Oak and Sycamore trees – (Chestnut marked on plan) lift canopy to 3.5m agl where it overhangs No.5 by removing 1no. limb at c2.5m agl back to the main branch with a c75mm pruning cut. Balance remaining canopy over garden with final cuts no larger than 30mm. Reasons: None supplied.
- NHS Update
As a member of Health Scrutiny, Cllr. Mrs. JMS was able to provide an update on possible changes to services at hospitals in Grimsby and Scunthorpe. She explained that it is currently being decided whether Grimsby or Scunthorpe should be considered the main hospital South of the Humber. She was concerned about the issues that would be created for Louth residents if Scunthorpe was chosen, particularly in relation to maternity as it might mean women in Louth would have to go to Lincoln to have their children. Mrs. JMS said that she would keep the Council informed on the situation. - Next Meeting
It was noted that the date of the next scheduled Planning Committee meeting was 11th July 2023
