MINUTES OF THE LOUTH TOWN COUNCIL GOVERNANCE AND FINANCE COMMITTEE
HELD IN THE OLD COURT ROOM, THE SESSIONS HOUSE, LOUTH
ON TUESDAY 9th NOVEMBER 2021

Councillors not present: M. Bellwood (MB), A. Cox (AC), H. Filer (HF), D. Jackman (DJ), J. Simmons (JS), Mrs. P.F. Watson (PFW) and D.E. Wing (DEW).

 

The Town Clerk, Mrs. L.M. Phillips and the Town Clerk’s Assistant, Mrs. M.C. Vincent were also present.

It was RESOLVED that the Mayor, Cllr. DH act as Vice Chairman for this meeting as the actual Vice Chairman was not present.

 

G18.        Apologies for Absence
Apologies for absence were received from Councillors: MB, AC, HF, DJ, JS, Mrs. PFW and DEW.

 

G19.        Declarations of Interest / Dispensations

a.      Cllr. Mrs. EB – item 4 Louth Golf Club – as a Director of the Club

b.     Cllr. DJEH – Item 4 – Louth 13+ Project

c.      Cllr. DF – Item 4 – as a friend of the Treasurer of Louth 13+ Project and Louth & District Concert Society – as a friend of the Secretary.

d.     Cllr. LMC – Louth Playgoers Society Ltd – personal friend and daughter a member of the society.

e.      Cllr. SC – Louth Playgoers Society Ltd –as a member.

 

G20.        Minutes
It was RESOLVED that the notes of the Governance and Finance Committee Meeting held on 12th October 2021 be approved as the Minutes.

 

G21.        Closed Session Item
It was RESOLVED to move into Closed Session in accordance with the Public Bodies (Admission to Meetings) Act 1960 due to the business to be discussed in the following item, information being of a confidential commercial and third party nature in relation to Grants.

Grants – it was RESOLVED to discuss each grant application separately and the following grants were awarded (a separate Resolution for each):

 

Louth and District Help for the Homeless – £500
Louth Playgoers Society Ltd – £500
Louth 13+ Project – £301.70
St. Bernard’s School – £100
Louth Navigation Trust – £704

Louth Run for Life – £500
Louth Golf Club (1992) Plc – No grant awarded, not within the powers of the Town Council to give a grant to a company
Louth and District Concert Society (LDCS) – £200
1228 Louth Air Training Corps – £1,750

 

NB: The Louth Golf Club grant was left until the end of this item as Cllr. Mrs. EB (who had declared an interest) was Chairing the meeting. Cllr. Mrs. EB left the room at 8:45pm before the discussion regarding the Louth Golf Club took place, returning at 8:52pm. The Mayor, Cllr. DH, too the chair for this item.

 

It was RESOLVED to come out of Closed Session.

 

 

G22.        Next Meeting

The Committee noted that the date of the next scheduled Governance and Finance Committee meeting would be on 7th December 2021.

 

 

The Meeting Closed at 8.53pm.
